Social Welfare Department

The Department of Social Welfare is implementing so may schemes to ameliorate the socio-economic status of the people belonging to weaker section besides helping aged, infirm, differently abled & destitute women. The Schemes are as under:

1.INTEGRATED SOCIAL SECURITY SCHEME (ISSS):

The Scheme was launched by the Jammu & Kashmir Government in the year 1995 with the aim to provide financial assistance to old age, Destitude widow, Divorcees and Persons with disability who are living below poverty line and who have little means of substance from him/her own source of Income or through financial support from family members or other sources.

Presently @ Rs.1000/- p.m. is provided to old age above 60 years in case of male and 55 years in case of females, widow/Divorcee above 40 years & persons with Disabilities having more than 40% Disability.

The Scheme have three Components:

(a) Oldage

(b) Widow/Destitude

(c) Physically Handicapped

NATIONAL SOCIAL ASSISTANCE PROGRAMME (NSAP):

The Department is implementing the National Social Assistance Programme (NSAP) as Centrally Sponsored Scheme for the poor people falling below poverty line.

The programme has following components:

    • INDIRA GANDHI NATIONAL OLD AGE PENSION SCHEME (IGNOAPS): Under this scheme Pension is provided to beneficiary below the poverty line in the age group of 60 to 80 years @ Rs. 1000/- P.m. Per beneficiary and for the beneficiaries who are 80 Yrs. & Above.
    • INDIRA GANDHI NATIONAL DISABILITY PENSION SCHEME (IGNDPS): Under this scheme BPL persons with severe or multiple disability in the age of group of 18 to 79 Yrs are eligible for pension @ Rs 1000/- P.M. with disability more than 40%.
    • INDIRA GANDHI NATIONAL WIDOW PENSION SCHEME (IGNWPS): Under this scheme Widows who are between the age group of 40-79Yrs. and those who belong to BPL category are eligible for pension @Rs. 1000/- P.M. & person above 60 Yrs. @ 1000/-P.M. Rate of pension per month for above three categories is to the tune of Rs. 1000

Mode of Payment :-  After sanctioning the pension the amount is disbursed to the beneficiary through EBT into this account.

NATIONAL FAMILY BENEFIT SCHEME (NFBS):

One time Financial Assistance of Rs.20.000/ is being provided to the family in case of death of a primary bread earner of the age group 18 to 64 Yrs of the family living below poverty line (BPL)

Whom to apply:- Tehsil Social Welfare officer against proper receipt.

RE-IMBURSEMENT OF EXAM FEE SC/OBC:

The fee of board examination is reimbursed to students reading in 10 class. For SC students there is no Income bar. For OBC students monthly income should not exceed Rs.44,500/-per annum.

Whom to apply:- Concerned Head of Educational Institutions.

Online Post-Matric Scholarship (SC/OBC/Physically Handicapped/EBC):

Students studying at post-matriculation or Post secondary Stage Viz. 11th / 12th/Degree courses/Technical courses etc are paid according to the following income slab:

SC: Parents / Guardians income from all sources should not exceed Rs.1,50,000/-P.A. (Full maintenance allowance and full non refundable fee)

PHC: Parents income from all source should not exceed Rs. 2,50,000 P.A. (under Umbrella Scheme for Physically Handicapped Students)

The value of scholarship includes:

  • Maintenance allowance, provisions for students with disabilities, Re-Imbursement of Compulsory non-refundable fees. Study fours Charges and book allowances for students pursuing correspondence course for complete duration of the course.
  • Income Certificate is required to be taken once only i.e. At the time of admission to courses which are continuing for more than one year.

To whom apply:- The concerned students shall apply online on the state web portal. The concerned head of Educational Institutions shall have to verify online & forward to DSWO concerned along with the Hard copies. The DSWO Concerned will verify online & forward to the Director, Social Welfare For sanction.

 

Pre-Matric Scholarship (SC/OBC/Physically Handicapped/EBC):

It is provided to SC,OBC and Physically Handicapped students. The Pre-Matric scholarship is provided to SC, OBC, and Physically Handicapped students from Ist to 10th Class For the SC Category, there is no income bar. For OBC/ Physically Handicapped parental Income Shall not exceed Rs. 44.600/-P.M. Whom to apply-Head of concerned school, who sends these cases to Teshil Social welfare officer against proper receipt.

Financial Assistance under Marriage Assistance Scheme Procedure –

How to apply:-

  • Applicants can log in through www.jansugam.jk.gov.in
  • Applicant has to apply at least one month before the date of marriage
  • Applicants have to register on the service plus portal by creating Login details
  • Applicants logs in giving login details
  • Applicants have to click apply for “Services” appearing on the left side of the screen and search for the marriage assistance scheme application form
  • Applicants clicks for the marriage assistance scheme
  • Applicants submit the details mandatory/optional like  Name, Parentage, Address, Bank Details, etc
  • Applicants after submitting the details move to the next window where documents (Legible Copies) are to be uploaded
  • Applicants uploads all the required documents like a copy of AAY/PHH Ration Card Marriage Card, Aadhaar Card, Domicile Certificate, and Affidavit by Judicial Magistrate as per prescribed proforma submits the application.  Affidavit format
  • Applicants after submitting the online application form can download

 

Aasara

Aasara is comprehensive social security scheme launched by the State Government under which state would pay or reimburse premium of the following two schemes in respect of beneficiaries. The Income of the beneficiary should not exceed Rs 75,000/- per annum. This Scheme is available to all bread winners of families.

whose annual income is less than Rs. 75,000/- p.a. and Widows/destitute residing in the state.

Pradhanmantri Jeevan Jyoti Bima Yojana (PMHHBY): Age group 18 to 50 years: Rs.330/-per annum per beneficiary.

Pradhanmantri Suraksha Bima Yojna (PMSBY)-Age group of 18 to 70 years Rs. 12/- per annum per beneficiary is the premium.

SOCIAL WELFARE CENTRES

The Department of Social Welfare is providing training to the eligible female trainees in the trade of cutting and tailoring embroidery Knitting etc. And presently 05 SWCs are functioning in Samba District.
