As per the Sector-wise ceiling communicated by the Planning and Development Department, the Draft Plan 2008-09 has been formulated at an outlay of Rs. 3384.60 Lacs which include Rs. 310.24 lacs as revenue component and Rs. 3074.36 lacs as capital component. Capital component further comprise of Rs. 1543.00 Lacs as Institutional loan under NABARD/LIC,Rs. 190.00 as ACA (AIBP Loan assistance in Minor Irrigation Sector ) .

The unique feature in the current year’s plan is that committed part of the revenue component under all sectors except SSA state matching share in Elementary Education and salary expansion part has been transferred to Non-Plan for creation of sufficient cushion under capital component to take up developmental activities on massive scale . Besides, thrust has also been assigned to take up Construction of Building Infrastructure for Health Institutions and High/Higher Secondary Schools by raising a NABARD loan assistance of Rs. 11.50 Crores
